Saudi Arabia Targets Foreign SMEs: New Reforms to Attract Investment

Saudi Arabia is reshaping its economic landscape to become a key destination for foreign investment, with a particular focus on small and medium-sized enterprises (SMEs). Investment Minister Khalid Al-Falih has reaffirmed the Kingdom’s commitment to creating a business-friendly ecosystem by reducing risks and lowering entry barriers for international companies, as part of its Vision 2030 strategy.

Key reforms include the removal of foreign ownership restrictions in multiple sectors, the introduction of commercial licenses that can be obtained within days, enhanced legal protections for investors, and a new arbitration system for swift dispute resolution.

These measures are complemented by tax and customs incentives in Special Economic Zones (SEZs), along with simplified procedures for business registration and the hiring of foreign staff.

For Italian SMEs, these reforms offer concrete opportunities in high-potential sectors: tourism and hospitality (driven by projects like NEOM and the Red Sea Project), sustainable energy (thanks to the Saudi Green Initiative and green hydrogen plans), technology, and supply chain services.

In particular, Italian companies specializing in industrial engineering, construction, design, food & beverage, and environmental sustainability are well-positioned to meet the growing demands of the Saudi market. With a more transparent regulatory framework, easier market access, and a clear political will to collaborate with foreign partners, Saudi Arabia today offers a solid platform for growth for Italian SMEs aiming to expand in the MENA region.
