Saudi Arabia’s Ministry of Sport, in collaboration with the National Centre for Privatisation & PPP (NCP) and the Riyadh Region Municipality, has launched the Expression of Interest (EOI) and Request for Qualification (RFQ) phase for the redevelopment of Prince Faisal bin Fahad (PFBF) Sports City in Riyadh.

The ambitious project, to be executed under a Design, Build, Finance, Operate, and Maintain (DBFOM) model with a contract term of 20 to 30 years, is one of the Kingdom’s most significant sports infrastructure initiatives.

At the heart of the development is a new 47,000-seat stadium, planned north of King Abdullah Park in Al-Malaz, adjacent to the existing facility. Once completed, the venue is expected to host major domestic competitions as well as global tournaments, including matches during the 2034 FIFA World Cup, for which Saudi Arabia has been confirmed as host.

The master plan extends beyond the stadium, encompassing upgrades to the wider PFBF Sports City complex. The integrated design is envisioned to create a landmark destination for both sport and entertainment, aligning with Vision 2030’s goals of enhancing quality of life and expanding the Kingdom’s capacity to stage world-class events.

Investors, both local and international, can access full project details and RFQ documents through the NCP website, with Statements of Qualification (SOQ) due by October 13, 2025, at 3:00 PM KSA time.

This initiative reflects Saudi Arabia’s growing reliance on public-private partnerships (PPPs) to deliver large-scale projects, creating long-term opportunities for private sector involvement in the country’s fast-developing sports ecosystem.
