Saudi Arabia Leads Emerging Markets in Venture Capital Growth, Outpacing Regional and Global Peers

Saudi Arabia has achieved four consecutive years of growth in venture capital (VC) relative to GDP, a record unmatched by any other large emerging market, according to MAGNiTT’s latest Macro Meets VC report. From 2020 to 2023, the Kingdom was the only major economy to post uninterrupted annual gains in VC intensity, underscoring its resilience amid global headwinds.

While 2024 has brought a modest contraction in funding due to tighter global financial conditions, the Kingdom’s sustained upward trajectory reflects a deepening commitment to innovation and economic diversification under Vision 2030.

The report positions Saudi Arabia as a blueprint for policy-led VC development, with sovereign wealth funds and local capital playing a stabilizing role against the volatility experienced in other emerging ecosystems such as Africa and Southeast Asia.

Saudi Arabia’s five-year average VC-to-GDP ratio stands at 0.07 percent, still behind advanced hubs like Singapore, but rising consistently. With a $950 billion economy and over 33 million inhabitants, the Kingdom is classified as a “Growth Market” alongside the UAE. This designation reflects both its economic scale and the growing maturity of its startup and investment ecosystems.

Across MENA, progress remains uneven. The UAE leads the region with a 0.20 percent VC-GDP ratio, comparable to Indonesia, but growth in Saudi Arabia has been more stable. Egypt has shown improvement, with a 25 percent increase in funding over five years, yet continues to face macroeconomic headwinds that limit sustained investor activity.

The global picture reveals rising challenges. Geopolitical tensions, oil price volatility, and elevated interest rates have dampened risk appetite. However, Saudi Arabia and the UAE have maintained monetary policy stability, with Saudi inflation around 2 percent and interest rates holding at 5.5 percent, helping preserve investor confidence.

MENA’s total VC funding over five years reached $12.52 billion, with the region posting the highest deal count compared to Southeast Asia and Africa. Still, the report cautions that capital remains concentrated in a few sectors and cities, limiting broader economic impact.

The path ahead remains uncertain. The World Bank has revised its 2025 global GDP forecast downward to 2.3 percent, and sluggish foreign investment may keep VC activity subdued. MAGNiTT warns that without more robust exit routes or cross-border capital flows, deal velocity could remain slow.

Still, Saudi Arabia’s strong policy frameworks, expanding institutional investor base, and continued economic reforms position it for long-term growth. The challenge now lies in unlocking its full potential by enhancing capital efficiency and broadening the startup landscape across industries and regions.

As Saudi Arabia reshapes its venture capital ecosystem through long-term policy and institutional focus, the window of opportunity is wide open, but not forever. Looking to scale in the region?
