Saudi Arabia Bets Big on Luxury Hotels to Drive Vision 2030 Growth

Saudi Arabia is fast-tracking its transformation into a global luxury travel destination, with nearly 80% of new hotel developments targeting the high-end segment. This bold pivot reflects the Kingdom’s strategy to elevate its tourism sector as a key pillar of economic diversification under Vision 2030.

A Hospitality Boom Aligned with Vision 2030

According to Knight Frank’s Saudi Arabia Hospitality Market Review – 2025, the country is planning a total of 362,000 hotel rooms by 2030, aiming to accommodate 150 million visitors annually. Already by Q1 2025, 167,500 hotel keys are operational, with 61% of them in premium segments. Another 99,500 rooms are in the pipeline, and 78% will serve upscale markets, from luxury resorts to upper-upscale business hotels.

This trend supports Saudi Arabia’s growing appeal as a destination not only for religious pilgrims but also for affluent international tourists, business travellers, and leisure seekers.

Tourism as a Growth Engine

The sector is already showing impressive momentum. In 2024, tourism generated $40.9 billion (SAR 153.61 billion), a 13.8% year-on-year increase, with international arrivals reaching 30 million. As Gulf News reported, Saudi Arabia is heavily investing in luxury hospitality to meet rising demand, as nearly 150 million tourists visit.

The travel mix is also diversifying. While Hajj and Umrah remain foundational—with 35.7 million Umrah pilgrims and 1.8 million Hajj visitors in 2024—a growing number of tourists are visiting for leisure (30%), family reunions (24%), and business or education.

This shift is reinforced by streamlined access via the eVisa platform, now available to citizens from 66 countries including the US, UK, China, and Japan.

Mega Events, Mega Demand

Saudi Arabia’s future as a luxury destination is also buoyed by major global events on the horizon. The FIFA World Cup 2034, Expo 2030, and Asian Games 2029 are expected to attract millions of new visitors, requiring a significant expansion in hospitality capacity and quality.

Mega-developments such as Rua Al Haram, Rua Al Madinah, and Masar Makkah are redefining religious tourism hubs with high-end hotels, mixed-use real estate, and advanced mobility solutions. 64% of the 252,000 rooms planned in Makkah and Madinah fall within the 4- and 5-star range, further underlining the premiumisation of the sector.

A Destination for Global Investors

Opening the Holy Cities to foreign investment is a calculated move to inject liquidity and fast-track infrastructure delivery. For international hotel chains, travel tech firms, and tourism operators, Saudi Arabia presents an unmatched frontier market rich with capital, vision, and long-term opportunity.
