PIF to Invest $170 Billion in Europe by 2030, Launches Paris Office to Expand Global Footprint

Saudi Arabia’s Public Investment Fund (PIF) is accelerating its global expansion with a bold commitment to invest $170 billion in Europe by 2030, anchored by the opening of a new office in Paris. The move positions France as a strategic gateway for Saudi capital in Europe, targeting sectors such as infrastructure, clean energy, advanced technology, and real estate.

The Paris office will mark PIF’s fourth major international presence, adding to existing outposts in New York, London, and Hong Kong. The fund’s global expansion strategy reflects Saudi Arabia’s Vision 2030 mandate to diversify state revenues and establish PIF as one of the world’s most influential sovereign wealth funds. PIF’s assets under management reached $925 billion in 2024, with plans to surpass $1 trillion by 2025, according to Governor Yasir Al-Rumayyan.

While PIF aims to reduce the share of foreign assets in its portfolio from 30% to 20%, it is not reducing the absolute value of international investments. Instead, the fund is pursuing deeper, more strategic placements in key global markets. In Europe, this includes backing clean hydrogen initiatives, EV infrastructure, and innovation hubs that align with Saudi Arabia’s long-term sustainability and energy transition goals.

PIF has also established large-scale co-investment platforms, including a $2 billion Middle East infrastructure fund with Brookfield Asset Management, and signed MoUs worth over $50 billion with Japanese financial institutions in 2023. These models offer a blueprint for future collaborations with European stakeholders.

The new Paris hub will enable closer engagement with European governments, startups, and institutional investors. Analysts expect that PIF will use its presence to encourage European firms to establish or scale operations within the Kingdom, echoing a localization strategy already deployed in the US and Asia.

As Saudi Arabia builds its giga-projects portfolio at home, PIF’s outward investments continue to shape its image abroad — not just as a source of capital, but as an active global economic architect.
