GCC Non-Oil Economy Powers Ahead Despite GDP Dip in 2023

The Gulf Cooperation Council’s gross domestic product (GDP) at current prices reached $2.14 trillion in 2023, reflecting a 2.7 percent decline from $2.2 trillion in 2022, according to the GCC Statistical Center.

Despite this moderation, the non-oil sector demonstrated remarkable resilience, contributing $1.51 trillion to the bloc’s GDP and rising to 71.5 percent of total output from 65 percent a year earlier. This marks a year-on-year expansion of 6.4 percent, underlining the region’s diversification efforts away from hydrocarbons.

While the oil sector added $604 billion, reflecting the volatility of energy markets, the non-oil economy provided steady momentum. Financial and insurance services led growth at 11.7 percent, followed closely by transportation and storage at 11.6 percent. Real estate rose 8.1 percent, public administration and defense 7.9 percent, wholesale and retail trade 7.6 percent, and education 5.5 percent, highlighting the broad base of expansion.

Meanwhile, gross national income reached $1.99 trillion, down 3 percent, while exports of goods and services remained robust at $1.26 trillion, nearly 60 percent of GDP. Final consumption expenditure increased by 7.5 percent to $1.25 trillion, and gross capital formation grew 5.5 percent to $601.8 billion, signaling investor confidence and ongoing infrastructure build-out.

Mining and quarrying, traditionally the largest sector, contracted 18.8 percent, while manufacturing dipped 0.7 percent. Yet the broader picture points to structural change: the manufacturing sector has averaged an 11.7 percent contribution to GDP over the past five years, while other services are accelerating in line with regional transformation agendas.

Taken together, 2023 highlighted the GCC’s success in buffering oil price fluctuations through diversification, investment, and sectoral reforms. With non-oil industries driving growth, the bloc is steadily laying the foundation for a more resilient and balanced economy.
