Dubai and Riyadh: Future Finance Capitals Driving Fintech, Crypto, and Digital Banking in the Gulf

At the heart of the Gulf’s economic transformation, Dubai and Riyadh are emerging as strategic hubs for digital finance. Forward-looking regulations, substantial public investment, and rising demand for smart financial services are creating fertile ground for the expansion of fintech, cryptocurrencies, and digital banking.

In Dubai, the Virtual Assets Regulatory Authority (VARA) has licensed global players such as Crypto.com, which recently launched crypto payment options at Emarat fuel stations. Binance, also active in the UAE, has secured an MVP license to provide regulated exchange and wallet services. The city also hosts the Global Blockchain Show and is advancing initiatives like the “Dubai Metaverse Strategy,” aimed at attracting 1,000 Web3 companies by 2030.

In Saudi Arabia, the Saudi Central Bank (SAMA) has broadened its regulatory sandbox to include use cases involving crypto assets and tokenization. The Public Investment Fund has backed local fintech ventures such as Tamara (buy-now-pay-later) and is supporting the pilot phase of a Central Bank Digital Currency (CBDC).

According to Statista, digital payments are expected to exceed $60 billion in Saudi Arabia and $45 billion in the UAE by 2025. Both governments are also trialing open banking platforms, AI-driven financial solutions, and digital IDs to streamline access to banking services.

For Italian SMEs in the tech sector, the Gulf presents a wide range of opportunities—from partnerships with exchanges, fintech startups, and regional funds, to collaborations with innovation hubs like DIFC FinTech Hive in Dubai, Fintech Saudi, and Hub71 in Abu Dhabi.

The Gulf is positioning itself as a global ecosystem where innovation, regulation, and capital converge to shape the finance of tomorrow.
