Beyond Heritage: How Saudi Arabia is Forging a Multi-Billion Dollar Cultural Economy

Saudi Arabia sent a clear signal to the world, convening global leaders, investors, and creatives for its inaugural Cultural Investment Conference in Riyadh. The event showcased the Kingdom’s ambitious strategy under Vision 2030 to transform culture from a source of national pride into a formidable engine of economic growth, positioning it as one of the most dynamic and investable creative sectors globally.

The conference, described by veteran film producer Tarak Ben Ammar in an interview with Arab News as a “historical moment,” highlighted the powerful convergence of factors fueling this transformation. At its core is a significant demographic dividend: with 70% of its 38 million people under the age of 30, Saudi Arabia has a massive, digitally native audience eager for new content and experiences.

This top-down vision is being met with robust private sector enthusiasm. As reported by Arab News, local firms like Scene Holding have already invested over SR850 million ($227 million) into the cultural scene, aiming to build an ecosystem that can meet the demands of upcoming global events like the 2030 World Expo and the 2034 FIFA World Cup. This state-led and market-driven approach is creating a fertile ground for growth. Andreas Gorgen, former Secretary General of Germany’s Federal Ministry of Culture, advised at the conference that the Kingdom’s key advantage is its ability to build a unique 21st-century model, unburdened by the long traditions of cultural financing seen elsewhere.

For international businesses, the opportunity extends far beyond simply exporting content. The focus is on co-creation and building the enabling infrastructure for a modern creative economy. This includes collaborating on training and upskilling local talent, as emphasized by local entrepreneurs like Princess Nourah Al-Faisal. Furthermore, as highlighted by tech leaders at the event, there is a significant push to integrate technologies like AI, blockchain, and digital twins to connect physical cultural assets with the digital world.
