In a bold leap toward full digital sovereignty and next-generation public service, Abu Dhabi has signed a multi-year strategic agreement with Microsoft and Core42 to build a sovereign cloud system—a foundational step in its mission to become the world’s first AI-powered government.

The deal, formalized by the Department of Government Enablement, Microsoft, and Core42 (a G42 subsidiary), supports the emirate’s $3.54 billion investment in digital infrastructure, according to WAM, the Emirates News Agency.

AI at the Heart of Governance

The agreement outlines the deployment of over 200 AI-powered solutions across government entities by 2027, aiming to fully automate public services, enhance operational efficiency, and advance environmental sustainability. The integration of Microsoft’s cloud technology, G42’s AI expertise, and Abu Dhabi’s strategic vision forms the backbone of this transformation.

“Technology is revolutionizing how governments serve people — this platform will redefine the way services are delivered,” said Ahmed Tamim Al-Kuttab, Chairman of the Department of Government Enablement.

TAMM 3.0 and Digital Transparency

A key component of the initiative is TAMM 3.0, Abu Dhabi’s revamped government services portal. The platform has already delivered impressive outcomes: a 90% reduction in customer visits and instant completion of 73% of all transactions, reinforcing the emirate’s commitment to digital-first governance.

“Abu Dhabi is setting new global benchmarks for AI adoption in the public sector,” noted Satya Nadella, Microsoft Chairman and CEO. “This partnership supports their vision of becoming the first AI-powered government.”

Sovereign Cloud: Innovation with Data Control

The sovereign cloud, built on Microsoft Azure and enhanced by Core42’s Insight platform, ensures data sovereignty while allowing agencies to access cutting-edge AI capabilities. The project also seeks to foster a more transparent and secure environment for investors, and a more flexible, creative workspace for government employees.

“This is more than tech advancement — it’s the foundation for a future-ready, AI-powered state,” said Peng Xiao, CEO of G42.

A Vision Backed by Leadership

The signing ceremony was attended by Sheikh Tahnoun bin Zayed Al-Nahyan, Abu Dhabi’s Deputy Ruler and Chairman of the Artificial Intelligence and Advanced Technology Council, alongside Khaldoon Khalifa Al-Mubarak, Chairman of the Executive Affairs Authority — signaling high-level commitment to this transformative roadmap.
